To protect the natural habitat and water quality, the Florida Department of Environmental Protection (DEP) regulates the construction of docks and use of waterways. So if you are planning to build a private dock, you will most likely need to get a permit from the DEP. Some docks, because of their size, location, and minimal environmental impact, are exempt from requiring a permit. Just check with your local DEP office to see if you need a permit.
